The Minister of University and Innovation, José Carlos Gómez Villamandos, presented this decree at the press conference after the meeting. That aims to achieve a continuous improvement of the teachings, favor a greater adaptation to the socioeconomic context and the business fabric. And raise the levels of job placement of graduates.
The document also contemplates other initiatives. Such as the prioritization of bachelor’s degrees and dual master’s degrees, international education and degrees with an open academic itinerary, among others.
“Since 2010 Andalusia has not been able to offer new degrees. The stage was frozen and this has generated great dysfunction, it has made strategic planning difficult. And it has made the universities decrease their competitiveness“, has reviewed the counselor.
Proliferation of master’s degrees
He added that the absence up to now of a program has also produced a concentration of qualifications in certain branches of knowledge. The proliferation of master’s degrees and double degrees and the absence of degrees that meet new demands.
With the approval of this new regulatory text, Andalusia will have for the first time a specific regulation of an autonomous nature. That “it will reorient the current academic map towards an offer that allows a higher quality, rationality and efficiency of university higher education”.
The new degrees that will be taught with these criteria will be known in the spring of 2024 and will be reviewed every two years. Therefore, the ten public universities in Andalusia will offer a total of 73,458 places for the next academic year. And a catalog of 1,500 bachelor’s and master’s degrees.
The periodic university programming contemplated in the decree will be made from the proposals of the different academic institutions. And it will include the official titles to be implemented in that period, with the corresponding temporary forecast that may be considered.
Real demand for university degrees in Andalusia
This planning must take into account, among other aspects, the socioeconomic structure of the territory and its productive fabric. As well as the potential and needs of its labor market, in addition to seeking territorial balance in the offer to avoid duplication and significant deficiencies.
In order to be incorporated into this programming, the new university teachings will require a real demand from both society and the student body. That will have to be based on studies and external references.
Villamandos has highlighted that priority will be given to titles that “generate greater employability” with a dual offer and an inclusive university. That generates territorial balance, internationalized and with “much more competitive” degrees, creating dual degrees and master’s degrees and of an international nature.
To this end, in this type of degrees the criteria generally required for the rest will be softened. Making the requirements in terms of teaching and research staff, infrastructures and endowments and deadlines for submitting documentation more flexible.
Business credits
The degrees and master’s degrees with a dual mention contemplate the possibility that students complement their training process with a paid activity in a company or institution through an alternating training contract, in accordance with labor law.
The percentage of credits that can be developed in the employing company or entity will range between a minimum of 20% and a maximum of 40% in the case of degrees and between 25 and 50% in master’s degrees.
On the other hand, in the field of Engineering and Architecture, the decree also gives priority to degrees with an open academic itinerary, a type of initiative that allows you to freely choose subjects from different titles during the first two years of the degree, having between 60 and 120 credits common to two or more degrees.
When this period ends, the student has to continue with one of the teachings. The so-called “successive course” is also included for both disciplines, which makes it possible to enroll in a master’s degree without having completed all the credits of the degree that gives access to said higher education. EFE
