Bilbao (EFE).- The Bizkaia Treasury has closed this year’s personal income tax campaign, which ended on June 30, with the highest number of refunds in its history, almost 504 million euros.
This figure has been reached thanks to the fiscal measures against inflation adopted in the territory.
The new Provincial Deputy for Treasury and Finance of Bizkaia, Itxaso Berrojalbiz, accompanied by the director of Treasury, Iñaki Alonso, has assessed the “good” Income campaign carried out.
In the campaign, the anti-inflation measures applied have had a relevant weight and, as he has specified, have meant an injection into the pockets of taxpayers of 173.2 million euros.
The income campaign has concluded not only with the highest number in returns -the previous highest, 427.5 million euros returned, corresponded to the 2019 financial year-, but also with a historical figure in terms of returns submitted.
A total of 653,723 were filed (the previous ceiling was in the 2020 Income campaign, when 636,364 were recorded).
Negative balance for the Treasury
Of these, 75% have resulted in a return (in favor of the taxpayer), while the Treasury has obtained an income from the remaining 25% of declarations amounting to 414 million euros.

In this way, the balance of the campaign has been negative for the Treasury, of – 90 million.
According to the deputy, the record figures in declarations and returns are explained by the improvement in employment registered last year and the anti-inflation measures applied.
Specifically, the extraordinary quota reduction of 200 euros for taxpayers with a tax base of less than 35,000 euros introduced in 2022 and 2023 has been applied by taxpayers in 392,639 returns, for a total amount of 72 million euros.
For its part, the deflation of 5.5% has had an effect in favor of taxpayers of 101.2 million.
User rating
Berrojalbiz has also considered that this campaign has meant “the consolidation” of the new Income model, through which each person has received a draft declaration and has had face-to-face, telephone and digital assistance.
The model has been valued with 8.9 points out of 10 by users, “bordering on the outstanding”, he highlighted.
Those responsible for the Biscayan Treasury have also highlighted the almost 694 million euros that taxpayers have applied in social deductions (for descendants, disability or dependency, housing, contributions to social security systems…).
Refunds by the Treasury have occurred within an average period of 2.1 days from the presentation of the declaration.
The average return has been estimated at 1,031 euros and the average income at 2,507 euros.
Most of the declarations have been presented without modifying the draft offered by the Provincial Treasury and only in 35% of the cases has it been necessary to enter any additional data.
In line with previous years, the digital channel has been used by eight out of ten people to file the declaration, while the telephone service has answered nine out of ten doubts and queries.
9% have gone to one of the twelve regional offices arranged for face-to-face care.
In parallel to the Income, the campaign to present the Wealth Tax has been developed, which has increased the number of taxpayers compared to previous years, up to 7,933, and has meant a total income of 81.5 million euros for the Treasury, slightly less than the 86.7 million entered in the 2021 campaign.
