The elections to the Parliament and to the councils are organized by the Government of Navarra and the municipal ones are the responsibility of the central Government.
Citizens residing in the Foral Community may exercise their right to vote between 9 a.m. and 8 p.m. in the 362 planned electoral locations, which will house a total of 999 tables. Around 2,300 ballot boxes have been placed and 8.2 million ballots have been printed for the three electoral appointments.

To guarantee the proper development of electoral day, 713 representatives of the Administration have been designated to support the members of the polling stations. Voting for people with disabilities
With respect to previous elections, the Government of Navarra has carried out several measures to facilitate the right to vote for people with intellectual or physical disabilities. Among them, a pilot labeling project for two polling stations in Pamplona (Civivox de Iturrama) and Tudela (Civic Center of the Lourdes neighborhood) stands out, where pictograms designed by Plena Inclusión España have been placed.
In addition, people with severe visual impairment have been offered the possibility of accessing a voting kit in the Braille writing system. The material has been requested by eight voters, seven of them in Pamplona and Comarca and one in Tudela.

Ballots of all the candidacies, envelopes and booths will be found at the tables to preserve the confidentiality of the election. Given that three electoral processes are held simultaneously, the voters will have up to three ballot papers and envelopes of different colors: sepia for the Parliament of Navarra, white for the town halls and green for their councils, where appropriate.
The members of the table and the inspectors of the candidacies will verify their identity and, by examining the census lists, their right to vote. Then, they must enter their vote in the ballot box of the corresponding color, that is, the sepia, white or green one.
For the elections to the Parliament of Navarra, 11 candidacies from political parties and electoral coalitions have been presented, which are the Popular Party, Geroa Bai, EH Bildu, Vox, Unión del Pueblo Navarro, Por Un Mundo Más Justo, Ciudadanos, Contigo Navarra / Nafarroa Zurekin , Eguzkilore, Socialist Party of Navarra and Voluntad Foral / Nabarra Gurea.
In the case of the council elections, which are local entities with a territorial scope smaller than the municipalities, 293 candidacies have been presented for a total of 268 councils. Only in the case of 21 of these councils is there more than one candidacy.
In the 77 councils where no list has been presented, new elections will be called next October, an appointment that coincides with that of those municipalities where no candidacies for these elections have not been presented either.

Around 2,100 agents from the Foral Police, local police from Navarra, the National Police and the Civil Guard make up the security device so that election day can take place normally and without incidents.
Foral Police will contribute 440 troops, while among the local police forces of Navarra, the mobilization of 170 agents of the Municipal Police of Pamplona stands out. The National Police will deploy 485 members in Pamplona and Tudela, and the Civil Guard will have 889 agents spread across various locations. They are joined by around 95 agents from the rest of the local police in Navarra.
The police services will carry out prior surveillance and prevention work in the 362 electoral locations. To this end, among other issues, they will control the opening of these centers and will be at the disposal of the presidencies of the polling stations, offering them the necessary assistance to resolve any incidents that may occur in relation to the development of electoral day.
They will also be in charge of avoiding any act of sabotage in the electoral premises and their surroundings and will prevent any type of pressure on the voters so that they can freely exercise their right to vote.
Once the schools are closed, the agents will take the necessary measures so that the counting of the ballots and the dissemination of the scrutinies develop normally. Likewise, they will protect the delivery and custody of the minutes and votes cast in the corresponding electoral boards.
