The popular regional candidate has promised, if he is elected president of the regional Executive, to “simplify and streamline administrative management” in the implementation of business projects, because “for companies, time is an opportunity and it is not the same as for the administration”.
In his speech, he indicated that he aspires to form “a government that helps, a good government based on responsible and effective management, a solvent executive with technical competence and experience in management.”

Capellán has said that he aspires to “turn La Rioja into the community with the lowest personal income tax in Spain”, for which he proposes to drop 3 points at a rate of 0.5 for each of the 6 sections of the declaration of the individual rent.
In addition, families with declarations of less than 40,000 euros per year, 96 percent taxpayers, may accumulate a reduction of another 2 additional points; so that, with both fiscal measures, there would be a saving of 78 million euros for the people of La Rioja.
If he wins the elections, he has promised to eliminate the inheritance and gift tax, which in group 1 from parents to children was 99% subsidized until 2019, but the Andreu government recovered it; which would allow tax savings of 10 million euros.
Another tax deduction for the IRPF aims to increase sports practice, with deductions of up to 30% and 300 euros per year in gym fees, subscriptions in the facilities, regulated classes, clubs, federative licenses for the youngest and 100% for retirees. or people with a degree of disability greater than 33%, which will save 4 million to 150,000 La Riojans.
To support the more than 25,000 self-employed workers from La Rioja, he has promised a full discount on the Social Security contribution for those under 30 years of age and over 60 for three years, and for those between 30 and 60 years of age, there will be a flat rate of 50 euros per month, with a total saving of 10 million euros per year.
Support to strategic sectors
“La Rioja is more than wine, but without wine and the wine sector, La Rioja cannot be understood,” he stated, for which he advocated putting the necessary resources to “rebalance the market” and put the Government “side the sector”, so that it continues to be “spearhead”.
To fight against depopulation in rural areas, it has considered it necessary to have homes and facilitate the rehabilitation of inherited heritage, with aid that will increase from 10,800 to almost 30,000 euros for young people up to 45 years of age.
In the tourism field, it has suggested the creation of a data center and business assistance, so that La Rioja Turismo can coordinate the sector with a consulting and training service; and a virtual ticket office so that potential travelers “find out in one click” all the activities that take place in La Rioja and plan their visit.
Capellán has also promised the creation of a scientific and technological park, because La Rioja is the only community without a center of this type, to promote activities in the biomedical field and R+D+i.
Regarding the projects financed with European funds, he has opined that it is “a strategic opportunity that cannot be let go”, but he has promised to carry out an audit to analyze their status with the sectors involved, in order to “take advantage” of the year and a half remaining for actions that “companies demand and contribute to generating transformation”.
