The Executive has authorized in the last Councils of Ministers different contracts for conservation, maintenance and improvement of pavements under the new contract model to reduce emissions.
Specifically, on June 27, it gave the green light to an investment of 293 million to preserve 2,017 km of roads (693 km of highway) in Asturias, Cantabria, Madrid and the provinces of Soria, Zamora, Seville, Almería, Toledo, Ciudad Real, Cuenca and Badajoz.
In addition, on July 4, the Council of Ministers approved the tender for seven conservation and exploitation contracts on 1,354 km of highway (660 km of dual carriageway) in the provinces of Zamora, Toledo, Valencia and Galicia for 245 million euros.
This same week, the Government also approved the tender, for 414.7 million, for three service contracts for preventive maintenance and the improvement of the pavements of 1,515 km of conventional roads in the communities of Andalusia, Castilla-La Mancha, Extremadura , Aragon, Catalonia, Murcia, La Rioja, the Valencian Community, Asturias, Cantabria, Castilla y León, Galicia and Madrid.
It also authorized the tender for a conservation and exploitation contract for 700 km of the nine toll highways rescued by the State (M-12, R-2, R-3, R-4, R-5, AP-36, AP -41, AP-7 Circunvalación Alicante and AP-7 Cartagena-Vera) for 157.5 million in the provinces of Madrid, Alicante, Murcia, Almería, Toledo and Guadalajara.

Thus, the Ministry of Transport, Mobility and the Urban Agenda has included carbon footprint mitigation and compensation objectives in the specifications so that companies must include in their offers the calculation of the carbon footprint that they will generate during the execution of the contract. on every section of the road.
Likewise, they will commit to presenting a decarbonisation plan in the first six months of the contract with emission reduction and compensation measures to achieve a carbon neutral balance, a plan that will be included within the assessment criteria.
In addition, the Ministry has also implemented a new contracting model that advocates preventive maintenance as opposed to corrective maintenance and that uses asset management systems for proper monitoring.

The actions to be carried out within the framework of these contracts include surveillance and attention to accidents; winter roads; tunnel control and communications service; facility maintenance; pavement rehabilitation and improvement; repainting of road markings; signaling; waterproofing of structures, as well as works necessary to improve the functionality of the track on certain highways.
