Palma, June 28 (EFE).- The PP and Vox have reached a programmatic agreement that contemplates the abstention of Santiago Abascal’s party to facilitate the investiture as president of the Balearic Government of the leader of the popular, Marga Prohens, who will form an Executive in lonely.
The two parties have promised to set up a monitoring commission within two months that will ensure compliance with the 110 points included in the agreement reached this Wednesday, according to what they have reported jointly.
The allied formations have also indicated that the resignation to demand to be part of the autonomous Government contemplates the commitment of the PP to include members of Vox in the Executives of the Consell de Mallorca and the Consell de Menorca, in exchange for the affirmative vote for the investiture as presidents by Llorenç Galmés and Dolfo Vilafranca, respectively.
For calendar purposes, the commitment means that Prohens will be sworn in as president of the Balearic Government on July 6. The investiture plenary session will be held on the 3rd and 4th, but the PP candidate will not be elected on the first ballot because she needs an absolute majority of 30 votes and will have those of her 25 deputies and 1 from Sa Unió De Formentera. For this reason, the chamber will meet again after the mandatory 48 hours and a new vote will be taken in an election that only requires a simple majority.
The pact includes the will of the two parties to favor a stable government by specifying the agreed policies in budget items and with the promise of Vox to facilitate the approval of the annual public accounts of the PP Government, avoiding presenting amendments to the entirety.
The agreement talks about the prevention of “violence against women”, including that which falls within the scope of “domestic violence”, and calls for the reform of the entire system of guardianship of minors.
In addition, it contemplates approving before the end of the year reductions in regional taxes, an increase in social assistance, an extension of existing tax deductions and some new ones, such as one for owners who put homes for rent and another for those who care for the elderly 65 years old.
Inheritance and gift tax will be abolished within 100 days for all inheritances between parents and children, and grandparents and grandchildren, and will be reduced by half between brothers and uncles and nephews.
PP and Vox have also agreed to abolish the property transfer tax for the purchase of the first home by people under 30 years of age and to continue cutting the property tax until its complete disappearance this legislature.
In the field of tourism, the main economic activity of the Balearic Islands, they promise to create a fund to modernize the most degraded holiday areas with funds from the ecotax and the Special Regime (REB).
The signatories of the agreement, closed by the spokespersons of both parliamentary groups, Sebastià Sagreras for the PP and Idoia Ribas for Vox, have committed to the repeal of the Democratic Memory law of the islands to replace it with a policy that avoids “manipulation history and the partisan use of the victims”.
In the section on “efficiency of public spending”, they propose to contract “an audit of each of the public agencies, companies and entities” from which the suppression of those that “do not report clear benefits for citizens” will be derived.
Regarding the regional radio and television, IB3, which Vox advocates eliminating, the pact commits the parties to promote a model of public media “rational with the economic situation”.
Vox and PP are committed to modifying “the rules that involve a linguistic imposition”, guaranteeing that not knowing Catalan “does not penalize access to public service”, and they will promote bilingualism in administration communications.
They also plan to suspend the application of the Lomloe, free education from 0 to 3 years, a strategy to recruit and retain health professionals, a family protection law that encourages birth rates and new deductions for the birth and adoption of children. .
In order to face the high cost of housing, fleeing from “interventionist policies”, an increase in supply will be promoted with a “safe rental” program, tax advantages, administrative simplification and the construction of public housing.
Other agreed initiatives focus on the fight against squatting, with a specific office to help victims, and also on illegal immigration, framed in the security chapter, against which an immediate crash plan will be approved.
