These are, among others, municipalities in the metropolitan area of Barcelona, the provincial capitals or those of regions where 6.2 million people live and 80.6% of the population of Catalonia is concentrated.
The Official Gazette of the Generalitat de Catalunya (DOGC) publishes this Thursday the public information announcement of the declaration process that includes the supporting report with the criteria that have been used to delimit these 140 municipalities and a territorial analysis of the situation of the residential market in Catalonia in recent years.
Now a period of 20 days is open so that administrations, entities and individuals can present allegations that, once analyzed, will serve the Government to prepare the final report that it will send to the Ministry of Transport for final approval.
“Tensioned areas”
The Regional Minister for Territory, Ester Capella, explained to Catalunya Ràdio that these municipalities meet the requirements established by state law to be declared “stressed areas”, such as that rent cannot represent more than 30% of the income that families have , which now, in many cases, “exceeds 50%”, especially in Barcelona.
The councilor has insisted that it is intended to limit rental prices to prevent them from growing “excessively” and that the right to housing is the “access door” to all other citizen rights.
Capella has urged the Government to give its approval to apply the rent limit in these 140 municipalities and that it not be interfered with by the call for general elections for next July 23, which would mean limiting the rent increase to 2 % this year and 3% in 2024.
In addition, it has asked the PP that, in the event of winning the elections, it complies with the law as this party demands that the others do.
According to the Generalitat, the state housing law has many points in common with the law promoted by Catalonia regarding rent containment and which overturned the Constitutional Court.
On the other hand, the councilor has also indicated that the Generalitat and the Government are about to finish drafting the agreement to develop the B-40 and that the Government is working with a commission of experts to make a proposal on the expansion of El Prat, with the premises of promoting it as an international airport and that it be respectful of the natural environment.
