Escoar took office this Saturday in a packed plenary hall, with the president-elect of La Rioja, Gonzalo Capellán, among the public, as well as previous city mayors such as Manuel Sainz, Tomás Santos and Cuca Gamarra; the former presidents of La Rioja, Pedro Sanz and José Ignacio Ceniceros; and other political representatives.
