Toledo (EFE).- The Official Gazette of Castilla-La Mancha (DOCM) publishes this Tuesday the order on standards for the preparation of the General Budgets of the Castilla-La Mancha Community Board for 2024, which will have as priorities the protection of the most vulnerable people and the continued boost of economic activity and employment.
This is established in this order signed by the acting Minister of Finance and Public Administrations, Juan Alfonso Ruiz Molina.
This order authorizes the person in charge of the General Directorate responsible for Budgets to specify the organic classification, once the organic structure has been developed according to the regulations and the powers of the different departments that make up the Administration of the Junta de Comunidades de Castilla- have been defined. The order indicates that the accounts for the next financial year will continue to pivot, on the one hand, on the prioritization of those spending policies closest to the citizenry, aimed at maintaining and promoting a network of quality public services and benefits that offer protection to most vulnerable people.
On the other, they will revolve around meeting the needs of the productive fabric and contributing to the livelihood and continuous promotion of economic activity and employment.
This order regulates the institutional scope, the general criteria for budgeting, the basic content, the budget structures and the process of elaboration of the preliminary draft of the General Budget Law of the Junta de Comunidades de Castilla-La Mancha for 2024.
The 2024 budget must include statements of expenses and income
In this sense, it is specified that it will contain the statements of income, the statements of expenses and the financial statements of the companies and public foundations and of the consortia that are part of the regional public sector.
Likewise, it states that the General Budgets of the Castilla-La Mancha Community Board for the next year will be integrated into the 2024-2026 Budgetary Framework, which will be prepared in accordance with the provisions of the legislation on budgetary stability, as well as in its development regulations.
The 2024 budget will take into account the impact of gender and depopulation
In addition, the accounts will include as transversal analysis approaches: the gender impact, the alignment with the sustainable development objectives of the 2030 Agenda, the impact on children and the demographic impact and the fight against depopulation.
In this way, the Ministry of Finance and Public Administrations establishes as one of the general criteria for preparing regional budgets to give priority, in accordance with the guidelines established by the Governing Council, to those spending policies aimed at providing coverage to services fundamental publics and to meet the needs of the productive fabric.
Other criteria will be the promotion of actions to improve efficiency in the provision of services, which result in additional reductions in non-essential operating expenses and in the improvement of those of an essential nature.
Austerity will also be sought in the operation of all bodies, agencies and entities, both administrative and instrumental.
The coverage, in terms of subsidies and real investments, of the committed multi-year expenses, respecting the acquired rights derived from them are also criteria for preparing the 2024 budget.
In addition, the prioritization of actions co-financed by other public administrations or by the European Union, adapting spending to the correct execution and monitoring of public revenue will also be general principles of the 2024 budgets.
