Pamplona (EFE).- The construction of 5,000 homes, road, pedestrian and cyclist connections, as well as a large natural park, will mark the urban design of the new Donapea neighbourhood, whose development process starts unanimously among the parties, although there remains a long journey of more than a decade until its materialization.
It has been advanced by the mayor of Pamplona, Enrique Maya, satisfied with the unanimity reached to approve this Wednesday the award of the drafting contract for the project in 18 months, which will be followed by the drafting of the plan, its approval in the Management Council and later in the plenary, with phases of allegations and other procedures, which suggest that “if everything goes very well, ten years will not take anyone away” to begin to see Donapea as a built neighborhood.
The new urban development provides for the construction of 5,000 homes, half of them protected, and a percentage of these for rent, on the so-called Donapea plateau. It will also entail the modification of the southern entrance to Pamplona through Avenida de Zaragoza, completing the new residential and commercial area of Azpilagaña Sur and studying the elimination of the two-level road junction.
A large natural park will also be generated, which will delimit the neighborhood, of 110,000 square meters, which makes it one of the largest in the city.
An operation on more than 717,000 m2
“The most important urban housing policy operation in all of Navarra in the last 15 years” after Lezkairu, as warned by the councilor for the area Juan José Echeverría, will operate on an approximate surface area of 717,255 square metres, with two clearly differentiated areas, the Donapea plateau and the surroundings of Avenida de Zaragoza, made up of soils that will become part of the municipality of Pamplona once the alteration of municipal limits with Cendea de Galar has been completed.
This was precisely one of the brakes on the operation, finally resolved after the agreement with Galar so that Pamplona is the municipality that exclusively hosts the operation that, although long-term, already starts by putting “hands on to work to put this land as soon as possible underway” and provide affordable housing in the future,” said Maya to warn that this is not an obstacle to the continued regeneration of the historic center.
34,000 square meters of commercial uses
The new urban development of Donapea will reconfigure the current Avenida de Navarra to generate new road connections with the new neighbourhood. Two new roundabouts will be generated, one with Azpilagaña Sur and the extension of Sadar street, to access the north of the Donapea plateau, and another to be able to exit towards Zaragoza avenue or continue along the new road that will bypass Donapea to the east, behind the Cordovilla industrial estate.
The old road to Esquiroz (NA-6001) from the campus of the University of Navarra, and the current communication road with Cordovilla (NA-6003) will be integrated into the new development. The latter will be transformed into a pedestrian and cyclist coexistence road that crosses the new residential area.
New roads will encircle the area of the Donapea plateau to facilitate road traffic communications with the city and with the A-15 motorway. Inside the development, two main roads will also be generated that from the south and west will reach the central square of Donapea, as well as other smaller roads to communicate the different streets and facilities of the new urbanization.
Similarly, 34,000 square meters of commercial uses are planned on the ground floor of residential buildings. The cultural, social and health facilities are integrated into the plot, mainly around two urban spaces or reference squares.
A park and ride next to Avenida de Zaragoza
As for the Zaragoza avenue area, the challenge is to complete the urban fabric started by the Azpilagaña Sur area, with an open design towards Donapea, but anchored to the guideline of the avenue itself, through a combination of blocks and towers. for residential use.
For the connection with the Donapea plateau, two pedestrian and cyclist corridors are defined to the north and east.
In the area of Avenida de Zaragoza, only a space reservation is proposed to locate a nursery school since the surroundings have large public facilities close to being located next to the consolidated city.
As for car parks, along with those set up on the surface in the area of the residential development, a park-and-ride is planned next to Avenida de Zaragoza, at the back of the current supermarket, with a cover for the installation of photovoltaic panels.
