The lehendakari, Iñigo Urkullu, has announced this novelty, framed in the Basque Strategy 2030 to promote Youth Emancipation.
It was in his response in the plenary session of the Basque Parliament to a question raised by the representative of the PNV Joseba Díez, who considered that it is “essential” to bring forward the age at which young people leave the family home.
Objective the emancipation of young people
In order to try to favor the “strategic objective” of bringing forward the average age of emancipation, located at 30.2 years in the Basque Country (5 more than the European average), it has announced that its Executive is going to articulate the Emanzipa Program.
Provides a monthly aid of 300 euros for a maximum of two years for young people between 25 and 29 years, around 28,000 in Euskadi.
It is intended for those who have a rental contract or who have purchased a home, in both cases free, so those who reside in public protection flats are ruled out.
“This aid is a boost to start or consolidate the emancipation of young people”, stressed the lehendakari, who has listed the requirements to be able to access it.
In addition to residing in free housing, applicants for this aid must have an income of less than 28,000 euros per year, be registered in the Basque Country the year prior to their application and prove three registrations in the last ten.
The rental or purchase contract must be for your habitual residence and must be in force or expected within six months of the request.
The aid will be compatible with the enjoyment of rental aid from the Gaztelagun Program and for the purposes of collecting the Income Guarantee Rent and the Minimum Vital Income, it will be computed as part of the income of the beneficiary.
Young people become emancipated between the ages of 30 and 35
According to the data provided by the Basque Government, the majority of young people leave the family home in the Basque Country between the ages of 30 and 35 (72%), while in the age group to which they are addressed aids (25-29) do 36%.
The objective of the regional institution is for this percentage to rise to 50% by 2030 and for the average age of emancipation to drop from 30.2 to 28 years.
The Emanzipa Program is one of the ten driving projects of the Basque Strategy to Promote Youth Emancipation that will be approved in March.
Once the strategy has been approved, the Basque Government will begin processing the decree that regulates the bases of the aid, which could be ready at the end of this year or at the beginning of 2024, so that it enters into force in the first quarter of next year. EFE
