Oviedo (EFE) plenary sessions still pending to be held before its dissolution ahead of the May 28 elections.
The possibility of constituting parliamentary groups for formations with two deputies that add up to more than 6 percent of the votes cast, including the three constituencies into which Asturias is divided in the regional elections, was incorporated into the regulations at the beginning of the current legislature and allowed them to be constituted as such to the deputies of Izquierda Unida, Foro and Vox.
This measure, which entails a greater economic allocation and human resources than the secondment of those same deputies to the Mixed Group, was approved almost four years ago with the support of the deputies of all formations except those of Podemos, who abstained before a a measure that represented an increase in costs of 1.9 million in the current legislature.
We can join the agreement
However, the purple formation has now joined the agreement to register, together with PSOE, PP, CS, IU and Foro, the bill to undertake the fifth regulatory reform of the current legislature, an initiative that does not incorporate the signature of Vox or of the only deputy of the Mixed Group.
The driving groups of the proposal, prepared based on the work carried out since 2019 by the group to address the reform of the regulation, will request at the meeting of the Board of Spokespersons that it be processed in plenary session next week in a single reading -a single vote-, which requires the unanimity of the Chamber which, if it is not obtained, will force its approval in the last session of the legislature.
In addition to ratifying the possibility of constituting parliamentary groups with only two seats, the new regulation also contemplates that, in the case of the Mixed, the deputies belonging to the same political formation that as such has faced the electorate may constitute groups within it if this is authorized by the Board of the Chamber, in accordance with the Board of Spokespersons.
The Table approaches parity
It also contemplates as novelties that in no case can deputies elected in the same candidacy constitute or contribute to forming a separate parliamentary group and that the members of the Bureau, the governing body of parliament, will leave office due to abandonment or expulsion from their parliamentary group.
In the formation of the Board, made up of five deputies, the renewed text seeks to get closer to parity in its composition so that the group that obtains a position in it and opts for another must present a candidate of a different sex to the one of the one already obtained.
In addition, the reform establishes the city of Oviedo as the headquarters of the General Meeting of the Principality but opens the possibility that the Board of the Chamber and the Board of Spokespersons can meet outside the headquarters of the Chamber and also authorize other meetings with the exception of those of plenary session and commissions.
The previous regulatory reforms approved in the current legislature -the previous one dated from 1997- were carried out to allow the appearance of experts by videoconference and to modify the operating norm of the telematic vote of the deputies.
In addition, another modification was approved to give the possibility to all those appearing in the Chamber, and not only to the deputies as until then, to use Asturian in their interventions in the regional parliament. EFE
