Madrid (EFE) These are some of the few concretions of the party programs for 23J.
In the midst of the generalities that seek to provide a solution to the great needs of citizens in terms of health, the parties have sent throughout the campaign some of their more specific measures, ranging from aid to buy glasses or contact lenses to under 18 years of age from disadvantaged families (PSOE), going through physiotherapy for all (Sumar), to suppressing and retouching the abortion and euthanasia laws, as proposed by the right.
Some are not without controversy, such as Vox’s proposal to recentralize in the State the powers “for Spaniards and legal residents”, agreed with the private sector and to suppress “surgical or hormonal interventions unrelated to health” or related to abortion, euthanasia or sex change.
But there are also consensuses between PSOE, PP, Sumar and Vox, specifically on at least three major issues: reducing waiting lists, prioritizing mental health care -mainly in childhood and adolescence- and reforming the statute of health personnel against precariousness.
These are some of the specific proposals of the parties for 23J:
PSOE
A law of “maximum waiting times” of 120 days for surgical interventions, 60 days for specialized external consultations and 30 days for complementary tests.
A maximum wait of 15 days for mental health care for children under 21 years of age and increase the number of places in this segment by 30%.
Financial aid for celiacs and set super-reduced VAT for gluten-free foods.
Progressively incorporate fillings (fillings) or dental implants into oral and visual health, starting with people over 75 years of age, as well as a specific direct aid program for glasses and contact lenses for children under 18 years of age from families with fewer resources.
Develop the “Oncology Right to be Forgotten” against discrimination when contracting products and services.
Reform the statute of doctors against precariousness and improved active retirement in deficit specialties for those over 72 years of age.
Provide nurses with more skills and specialization to reduce care complexity.
Fight against loneliness, especially in the elderly, with support groups and networks and promote psychological care for patients with cancer and rare diseases.
Regulate the use of vapers and derivatives.
PP
An abortion law that collects “the consent of the holders of parental authority prior to carrying out” it “in young minors.”
Guarantee the conscientious objection of the doctor, although it does not specify in which cases. Prioritize mental health in childhood and adolescence with early detection programs in the educational field and addictive behaviors due to substances or technologies and a National Plan for the Prevention of Suicide.
Specific law to support relatives and patients with ALS, along with a research center dedicated to this disease.
Immediate shock plan for Primary Care against the personnel deficit (1,000 places plus the offer for 2024), improve the conditions of active retirement in health workers over 72 years of age and accelerate the validation of foreign titles.
Change the Euthanasia Law “taking into consideration the opinion of the Bioethics Committee”.
A general Health law that integrates the health and social health systems and that follows “the recommendations of advisory and judicial bodies” when there are threats to public health such as a pandemic.
National Strategy for Attention to Unwanted Loneliness, with a participatory network that includes citizens and increases psychological support services for the elderly.
Vox
A single National Health System that recovers health competencies and in which care is given to Spaniards and legal residents.
Suppress surgical and hormonal interventions “unrelated to health” (sex change, abortion, euthanasia).
Include oral health and ophthalmological health benefits in the portfolio of services.
Repeal the laws on euthanasia and abortion and, in their place, a law on the right to life and physical and moral integrity with measures for the care of people in critical and terminal phases, as well as laws to support birth and family.
Reform the medical statute to put an end to precariousness, retain doctors and encourage the creation of positions and address the family reconciliation of professionals.
Ensure freedom of choice of doctor and center.
Promote from Spain a reform of the World Health Organization (WHO) and oppose the “green passport” or issues that put the country “in the hands of supranational organizations” such as a pandemic treaty.
summer
Expand health services with more physiotherapy, oral health, nutrition, optical health, hearing aids, psychotherapy or occupational therapy.
Law of maximum waiting times in Health, although it does not specify deadlines.
Increase the range of contraceptives financed by the National Health System.
A specific tax on sugary drinks and ultra-processed foods.
Protect by law the universality and equity of the system and allocate half a point of GDP every year until it “equals the average percentage” of the ten European countries that allocate the most.
Put an end to the temporality and precariousness of health personnel with a reform of the Framework Statute and the rest of the legislation and abolish the 24-hour medical guards of midwives and nurses.
Promote the 32-hour work week in the public sector, including healthcare.
State Pact for mental health with a specialized network that includes more psychologists in childhood and adolescence, as well as plans in schools focused on suicide prevention.
A public pharmaceutical company that researches, manufactures and markets medicines.
