In the program of Yolanda Díaz’s coalition, which also contemplates the creation of a telephone service to advise men in crisis to channel their reactions towards non-violent alternatives, everything revolves around changing the productive model, the redistribution of wealth and consumption with the maxim that Spaniards “recover time” for themselves, “to live better and to be happier”.
The program has been drawn up by the fifteen forces that make up the coalition, with which “a minimum agreement has been reached, which is a maximum”, stressed the coordinator of the Program, María Eugenia Palop, when giving an account of some details.
Below are some of the measures included in this extensive electoral program, which occupies 179 pages.
Economy and employment
-Progressively reduce the working day until reaching 32 hours in 2024.
-Raise in the minimum wage above the annual CPI to maintain the gain in purchasing power.
-Creation of a public investment bank.
-Intervention in markets affected by unfair or non-competitive practices that endanger supplies or cause cost overruns.
-Regulation of returns on bank deposits and cut commissions.
-Permanent tax on large fortunes up to 4% on the highest incomes
-Establishment of a minimum in the inheritance and donations tax for all of Spain that the autonomous communities will not be able to lower.
– Split working days may only have one interruption and a maximum of one hour.
-Blind curriculum vitae, without images and without providing the person’s age or sex.
living place
-Creation of an emergency bond for the purchase of habitual residence for a value of 1,000 euros to face the rise in mortgages. Only those who have taken a mortgage in the last two years and whose home does not exceed 300,000 euros will be able to access.
-Mandatory to establish the portability of mortgages.
-Sustained investment of more than 1% of annual GDP to build, buy or rehabilitate homes and generate a social rental park that in ten years will exceed two million homes.
Feminism and Equality
-Creation of a Vice Presidency of Feminism.
-New telephone service for men in crisis, seeking non-violent alternatives.
Paternity and maternity leave with pay until the minor reaches ten years of age.
-Universal benefit per child of 200 euros per month.
Foreign policy
-Reverse “quickly” Pedro Sánchez’s change of position on the Sahara in order to fully support the right to self-determination of the Saharawi people.
Security and Judiciary
-Demilitarization of the Civil Guard, as supported by the European Code of Police Ethics.
-Prohibition of rubber balls and other “highly harmful” riot control materials.
-Limitation of the use of police identification stops and prohibition for the purposes of applying the Immigration Law.
-Reformulate the election system of the General Council of the Judiciary, with Parliament taking a leading role, and the current blockade is avoided. The first week after the constitution of the Cortes, Sumar’s parliamentary group will propose the immediate convocation of a plenary session to activate the renewal of the judiciary.
Health
-Increase in public health spending of half a point to equal the average of the ten European countries with the highest investment in Health.
-Approval of a law on waiting lists that establishes maximum waiting times for all of Spain.
Other proposals
-Creation of half a million jobs linked to renewable energy.
-Universal inheritance of 20,000 euros, which will become effective upon reaching the age of 23.
-About Catalonia: the agreement that came out of the dialogue table has to be voted on by the Catalans.
-Provide at least 0.25% of GDP to the public transport sustainability fund.
-Implementation of a single ticket for all modes of transport, including public bicycle rental systems, which falls under state jurisdiction.
-Set a budget floor of 0.25% of GDP for public investment in sports.
-Tend to free university education, starting with the first course.
-Suppression of funding for bullfighting.
