Logroño, (EFE).- Alfonso Domínguez will be the government spokesman and Minister of Finance, María Martín will occupy the portfolio of Health and Social Policies and Alberto Galiana that of Education and Employment, the president of the Government of La Rioja announced this Saturday , Gonzalo Capellan.
In an informative conference, Capellán has detailed the composition of his Executive, made up of seven ministries, one less than the previous Government, and which includes Belinda León, the former spokesperson for the Parliamentary Group of Citizens the past term and current popular deputy.
Noemí Manzanos will be in charge of Agriculture, Livestock, Rural World and Environment; José Luis Pérez Pastor of Culture, Tourism, Sports and Youth; and Daniel Osés from Local Policy, Infrastructures and the Fight against Depopulation
Of the seven directors, all except Domínguez are regional deputies, but Capellán has stressed that both positions are “compatible” and, starting next week, it will be decided if they combine both functions, since, in addition, Manzanos is mayor of Rodezno and Oses de Nalda and Islallana.
“I have thought about the people who could carry out these policies”, he stressed, in order to “comply with the program” of the Riojan PP, so that the councilors “identify” with those responsible for preparing that political project and meet with groups from each area in recent months.
“In addition to knowing their area, they have political experience, they are capable of carrying out the position with the greatest possible efficiency and they are people in whom I fully trust to carry out the work of the Government,” he assured.
It has advanced that the seven directors are expected to take office this Sunday, July 2, with the aim of starting work “from next Monday first thing in the morning” and defining second level appointments throughout the week , with the general directors of each Ministry.
Without Council of Equality
Capellán has pointed out that his Executive will not have an Equality Council, like the Government of the socialist Concha Andreu, because “it arose from a government pact (with Podemos) with imposed charges”, not from the functionalities and needs of the region.
He stressed that, as he explained during the pre-campaign and electoral campaign, “this philosophy does not fit in a good government that seeks efficiency and service to citizens.”
However, it has considered equality policies “very important”, which will be integrated into the Ministry of Health and Social Services.
In relation to this department, he explained that they have been grouped together because there are competencies such as the elderly, dependency and disability that “have a lot of concomitance, affinity and potential” as they are within the same Ministry.
It has also decided to unite Employment and Education, a tandem that has already worked with a popular government, due to the link that professional training has for employment, with the aim of “improving employability”.
European funds
Regarding the future of the Foundation for the Transformation of La Rioja, created during the past mandate to manage the Transformation Plan and the execution of European funds, Capellán has said that it is an entity that has functioned “with opacity and lack of transparency”.
For this reason, before making a decision, all the bodies that involve a “parallel” administration will be “submitted to analysis”, such as the foundations created for the management of funds, for which the pertinent analyzes will be commissioned and then a decision will be made. a decision.
“Those entities that, in fact, are useful mechanisms for the public administration and for the management of funds will be maintained and all those that are entities lacking in functionality or whose tasks can be performed by the public administration itself will be eliminated,” he stressed.
