It will be the first time that the 99 deputies elected in the 28M regional elections will be able to be seen in a chamber that goes from having six groups to four -after the disappearance of Ciudadanos and Unides Podem- and in which the new faces they almost double those who repeat (62 compared to 37) and there are more women than men (52 to 47).
The Consell del Botànic will also be on the blue benches in the first row, which will remain in office until Carlos Mazón is sworn in in July as president of the Generalitat in the second step of the government pact and names the new Executive, which is already known. that it will have ten portfolios and three of them will be occupied by Vox.
This will be the constitutive session
The constitution of the new Corts will be directed by an Age Group, made up of the oldest deputy (the socialist Carlos Laguna, 69 years old) as president and the two youngest: María José Calabuig (Compromís), 24 years old, as secretary, and José Muñoz Salvador (Vox), 29, as secretary.
After declaring the session open, the electoral call decree and the list of 99 elected deputies will be read, who will then take an oath or promise to abide by the Constitution and the Statute of Autonomy.
Four years ago, ten different formulas were used: Vox parliamentarians swore with their hands on the Bible and a crucifix “for God and for Spain”, a Compromís deputy did so “by legal imperative” and another for the ” rights and freedoms” LGTBI, and in Unides Podem they did it for “Mother Earth” or the feminist struggle.
The choice of the table
The next step will be to elect the five members of the Mesa de Les Corts through three consecutive ballot boxes: in the first one the presidency will be elected, which requires an absolute majority in the first round, and in the next two the vice-presidencies and the secretariats, respectively. , for which a simple majority is sufficient.
If everything goes as planned according to the government pact, the presidency will be occupied by Vox, a position that has been held by ten people since 1983: Antonio García Miralles (PSPV), Vicente González Lizondo (UV), Héctor Villalba (UV), Marcela Miró , Julio de España, Milagrosa Martínez, Juan Cotino and Alejandro Font de Mora (PP), Francesc Colomer (PSPV) and Enric Morera (Compromise).
The first vice-presidency and secretary correspond to the PP and the second vice-presidency and secretary to the PSPV-PSOE, which is not going to cede one of its positions to Compromís, a formation that will vote for its own candidates but will be left out of the governing body after eight years in office. the presidency of Les Corts.
For the second consecutive legislature, and thanks to a law approved in the previous one, the Les Corts Board will be equal, unlike what happened in 2015, when it was only made up of men.
So with the new Corts
The new chamber will be made up of four parliamentary groups of which the majority is the PP, with 40 deputies (21 more than the previous legislature), followed by the PSPV-PSOE, with 31 (4 more), Compromís with 15 (2 less ) and Vox with 13 (3 more).
In the popular bench, it will be possible to see for the first time the president of the PPCV Carlos Mazón, until now president of the Alicante Provincial Council, who is accompanied by other party officials, such as the general secretary, María José Catalá; the Vice Secretary of Organization, Juan Francisco Pérez Llorca; or the provincial presidents of Valencia, Vicente Mompó, and of Castellón, Marta Barrachina.
The popular group, which occupies the right side of the chamber, is made up equally of men and women and 13 deputies repeat and 27 are new additions, nine mayors or mayors sit (València, Gavarda, Xirivella, Almoradí, Finestrat, Torrevieja, Planes, Vall d’Alba and Moncofa) and two former Citizens: Ruth Merino and Julia Parra.
The left side
On the left side is the socialist group, which becomes the opposition and has in its ranks the general secretary of the PSPV and acting president of the Council, Ximo Puig; the Organization Secretary, José Muñoz; and its five acting ministers, in a bench with 18 women and 13 men and with 11 repeat deputies and 20 new ones.
Also on the left side will be the second opposition group, Compromís, now led by Joan Baldoví, who is moving from Congress to Les Corts; It will be made up of 8 women and 7 men, of which 6 repeat and 9 debut in the Valencian Parliament.
And in the central part, between the benches on the left and the right, will be the Vox deputies: 6 women and 7 men, of which 6 are new and 7 repeat, among the latter the provincial president of the party in Castellón, Llanos Masso.
The acting government will be on blue benches in the first row, including the four ministers who have not obtained a seat: Vice President Héctor Illueca and ministers Rosa Pérez, Raquel Tamarit and Rafael Climent.
The calendar begins to run
Once Les Corts are constituted by virtue of this government pact, the calendar for the investiture of Carlos Mazón as president of the Generalitat will begin to run, which in principle would be the third week of July, since, according to the regulations, after this session there are twelve days for the groups to present candidates, after which the debate will take place between the following three and seven days.
