Brussels proposes creating a “financial reserve” within the framework of the review of the multiannual EU budget for the period 2021-2027 which, according to von der Leyen, will provide “perspective” and “predictability” to partners in Ukraine and “should encourage other donors” to contribute as well.
Since the start of the war, the EU has given Ukraine 14.7 billion euros in macro-financial aid: 7.2 billion in 2022 and 7.5 billion so far in 2023, within the package of 18 billion euros agreed for the whole of this year.
