Madrid (EFE) without a doubt the PP proposal will be present so that the most voted list governs.
Less than five months before the regional and municipal elections are held, the plenary session of Congress is reactivated in the midst of this offer from the PP that involves reforming the electoral law and which the PSOE considers comes when the popular see their regional governments at risk.
And it is that this proposal endorsed by the barons of the PP and even by former president Mariano Rajoy arises after the clash of the president of the Castilla y León Junta, Alfonso Fernández Mañueco, with his vice president of Vox, Juan García-Gallardo, on account of implanting anti-abortion measures.
An issue that the President of the Government will not ignore in his appearance and that it will be “inevitable” to bring up, say Moncloa sources.

Sánchez goes to the Cortes in extraordinary session to explain the energy measures approved by the Executive against the war in Ukraine and to demonstrate Spain’s leadership in this matter within the European Union.
But in addition, the head of the Executive will also submit to questions from some of his parliamentary partners such as PNV, EH Bildu or Compromís who will want to know the Government’s position at the next high-level summit with Morocco, which will take place in Rabat next week.
Hours before, some of these partners will exhibit in plenary session of Congress their support for the Government against the decrees approved by the Executive to stop the escalation of prices caused by the war in Ukraine.
At 12:00 p.m., the plenary session will be held, which plans to validate two decree laws: the one on anti-war measures, which contemplates a reduction in VAT on basic food items and the extension of free public transport and the one on measures in terms of incentives for hiring and improving the social protection of artists.
The first will be defended by the Minister of the Presidency, Félix Bolaños, and already has the abstentions of the PP and Ciudadanos.
Also with the favorable vote of the PNV and with the approval of EH Bildu, which, although it has not yet definitively positioned itself, has reminded EFE that it includes measures agreed in the Budgets such as maintaining the 2% limit on rents during 2023.
ERC has not decided its vote either and the PSOE stresses that they continue to negotiate, although the 13 Republican deputies would no longer be decisive with the abstention of PP and Cs.
The Executive will have less room with the decree on incentives for labor recruitment, which although supported by the majority of partners, is highly criticized by right-wing parties.
On this issue, the popular are much more critical since they consider that the elimination of the bonus of 100% of the Social Security company contributions for hiring an unemployed person to replace the worker who is on maternity or paternity leave, increases the labor cost due to pregnancy and penalizes maternity.
The two decrees will be voted on before the appearance of the President of the Government, scheduled for 4:00 p.m.
