Seville, (EFE) , with measures that total more than 8,840 million euros.
The agreement, signed in the Palacio de San Telmo, contemplates social and economic measures for the entire legislature and allocates half of the investment, 4,434 million, to urgent measures, creating “the largest social shield in history” in Andalusia, according to Moreno .
Of these, 3,370 million will be invested in the public primary care system, on which they agree to reach an agreement and which will also count for the rest of the legislature with 25 percent of the Junta’s annual health budget to “reinforce it in all levels”, said the president, who has reaffirmed his “resounding commitment” to “universal, public and free” healthcare.
Youth employment plan for 70 million
These urgent measures include a youth employment plan, endowed with 70 million euros, a family bonus (18.8 million), a high-cost bonus (12 million), and aid to SMEs, such as 525 million due to the increase in the cost of energy, 240 for digital transformation and 2.2 to fight against workplace accidents.
A second block, Moreno has specified, includes measures for the entire legislature, with 4,400 million for, among other things, a great pact for professional training, help for companies and the promotion of entrepreneurship, a special plan for youth care, the job security strategy, an analysis committee on European funds and the immediate processing of the institutional participation law.
“It is a pact of pacts, because it encompasses many”, said the Andalusian president, who added that this step has “an exemplary value” due to the message that public representatives go “all together”, with a ” union of different forces to respond in a planned and consensual way to the difficulties”.
He also stressed that the agreement was reached “in a time plagued with uncertainties” and within the framework of a social dialogue “a hallmark of these years”, for which he thanked the social agents “for their height of vision and sense of of responsibility” in a “difficult” negotiation, with more than 90 hours of meetings, he has detailed.
This Social and Economic Pact for the Promotion of Andalusia, the third since Moreno was president, has been signed by the president of the Confederation of Andalusian Entrepreneurs (CEA), Javier González de Lara, and the regional managers of UGT, Carmen Castilla , and CCOO, Nuria López.
An exercise of responsibility
González de Lara has highlighted that, once the pandemic has been overcome and after the setback of the war in Ukraine, this agreement “contributes to giving Andalusians certainty, security and confidence” and serves to “ratify the will for consensus and dialogue” by part of the entrepreneurs.
“This social pact in Andalusia is for the CEA an exercise of responsibility, it is our duty as social agents and as generators of employment”, said the leader of the employers’ association, who believes that in this way they contribute to building “a more respected Andalusia, more solid, competitive and fair”.
It has also placed social dialogue as “the main infrastructure of a territory, because it is what guarantees social peace, without which there is no future and it is very difficult to move forward.”
For her part, the general secretary of UGT Andalucía, Carmen Castilla, stressed that it took “many meetings, much debate and much discussion” to reach the pact and she was proud of “having managed to do many things”.
Advance strategic rights
“This is about rolling up your sleeves, putting on work overalls and being with the problems of the citizens,” said Castilla, who has asked “not to launch the bells on the fly” and has warned that his union will monitor the agreement and that It will not be possible to speak of success if the unemployment and GDP per capita data in Andalusia do not improve.
Also Nuria López, from CCOO Andalucía, has praised the text for allowing progress “in rights and strategic elements”, as they are, together with health, education, social services and dependency, although she has stressed that for her union ” It is not a point of arrival, but of departure”.
“We have the measures and the budget to execute them, now the will of the entire Andalusian Government is necessary to execute them,” said López, who described the pact as “the master key to open the door to agreed measures so that progress can be keep making your way.” EFE
