Toledo, (EFE).- Citizens (CS) of Castilla-La Mancha have committed, in their electoral program for the regional elections on May 28, to increase public health coverage for assisted reproduction, with the aim of that those who wish to have children do not have to abandon this desire for economic reasons.
This is one of the most innovative measures that the orange formation, led by the candidate for the Presidency of the Community Board, Carmen Picazo, has collected in its electoral program, consulted by EFE.
Not only does it address this issue in public health, but it also proposes that taxpayers can deduct 15 percent of the costs of fertility treatments in private health, as well as cryopreservation treatments for mature oocytes.
Support the birth rate, one of the central points of the program
The birth rate is one of the central points of said program, since CS regrets that Castilla-La Mancha is the third autonomous community in which births have fallen the most in the last three years and because it considers that “a region without children is a region without a future.
For the orange formation, according to its electoral program, “everything happens through the families” and through reconciliation and, in this sense, lists a series of measures such as:
- Modify the Personal Income Tax Law (IRPF) to recognize unmarried couples as members of a family unit.
- Promote the accumulation of working hours in time banks that can be used to reduce working hours in the future, and promote teleworking at least one day a week.
- Adapt the school calendar of holidays and the school day to the work calendar.
- Promote a certification for companies that adhere to the Regional Pact for the rationalization of schedules and labor conciliation, establish positive scoring criteria for certified companies that participate in contracting processes with the public sector, and encourage companies to offer early childhood education in its facilities.
- Put the land in the ownership of autonomous communities and town halls for the construction of rental housing, and care for children and young people in foster care beyond the age of 18.
liberal and reformist
In addition to the block dedicated especially to the family, the CS electoral program is presented as the document of its “liberal and progressive” project for “a large Spain and Castilla-La Mancha”, and includes its main ideas to continue with the transformation of the region and of the peoples “with freedom, reformism and change by flag”.
In this way, it dedicates an important section to the reconstruction of the intergenerational pact to guide it towards employment, with commitments in educational and employment matters.
At the educational level, some measures stand out, such as a check for 0-3 years until this teaching is completely free and a university check.
It also proposes an urgent shock plan to improve the educational system of Castilla-La Mancha and reduce school dropout and the repetition rate; a comprehensive strategy to improve coexistence in the classroom, and diversity of educational programs.
In the same way, CS wants to ensure the end of the ‘barracks’ in educational centers, increase the support staff in centers that have students with specific educational support needs, create the figure of the School Nursing and implement a plan of university excellence .
Towards a new integrated social and health policy
With regard to health, the CS program insists on the need to audit the waiting lists and recover the professional career, as well as allocate 7.5% of the Gross Domestic Product (GDP) to health and 25% of this to Primary Care.
From a more political point of view, he proposes to depoliticize the socio-sanitary management and that only the counselor and the deputy counselor are public officials.
A family and community care law, a regional mental health strategy, a common health card, a regional plan for nutrition and healthy eating habits for the child and youth population, a single vaccination calendar and a new law for the elderly in Castilla -La Mancha, complete the training proposals in this field.
CS commitments on economy and employment
Regarding the economy, CS reiterates its proposal to eliminate the inheritance and donation tax on transfers between direct relatives, the reduction of the wealth tax, a comprehensive audit of the expenses of the Community Board and, among other things, a law on evaluation of public policies and a new strategy and agreement for the industry.
And in relation to employment, the orange training aspires to implement a training check, a comprehensive reform plan for Vocational Training (FP), the creation of an innovation and research center, a training and employment promotion plan for people with disabilities, or a professional skills accreditation office.
