A hypothetical Parliament with the 70 seats elected in a single constituency, without access barriers, in which the votes of all people counted equally, counting the votes of the provisional scrutiny of the regional list and applying the d’Hont system, would be different: more representation for PSOE, Vox, Drago Verdes Canarias, United Yes We Can and United for Gran Canaria; the same entries for PP and NC; and less for CC, ASG and AHI.
The current distribution of Parliament with the provisional results is as follows: PSOE 23 deputies, Coalition Canaria 19, PP 15, Nueva Canarias (NC) 5, Vox 4, Agrupación Socialista Gomera (ASG) 3 and Agrupación Herreña Independiente (AHI) 1.
In a Parliament in which the citizens’ vote counted the same regardless of their island of residence, the PSOE would have 25 seats (two more), the PP 15 (the same), the Canary Islands Coalition 14 (five less), Vox 6 ( two more), NC 5 (the same), Drago Verdes Canarias (DVC) 2 (two more), United Sí Podemos (USP) 2 (two more) and United for Gran Canaria (UXGC) 1 (one more).
ASG and AHI would be excluded, as they did not attend the autonomous constituency. Even accounting for their insular votes, they would get no representation, with their limited support of 0.69% and 0.18% regionally, respectively.
With this hypothetical distribution equalizing the value of all the votes, the government that is being formed around CC and PP would not be possible, since they would only add 29 seats, when the absolute majority is 36.
Only if they added the 6 Vox seats and the UXGC seat could they reach an absolute majority. But CC has stated that it is not willing to agree with Vox.
Another alternative combination around CC and PP with the seats of Nueva Canarias and UXGC would reach 35 seats, one less than the absolute majority.
The other possible axis of government around PSOE would also have difficulties, since adding its 25 deputies with those of NC, USP and DVC would only reach 34 seats. Even incorporating UXGC, it would only reach 35 seats.
The other alternatives without including Vox (which the PSOE and CC veto) would be with crossed pacts of the PSOE with CC (39 seats) or PSOE with PP (40 seats).
Another option that does not go through the PSOE would be to add CC, PP, NC and UXGC with the addition of USP or DVC.
