The confinement in the Ministry of Pilar Llop and the protests will continue during the days of this Wednesday, Thursday and Friday, and will not only be in front of the ministerial headquarters, but also at the doors of the PSOE facilities on Ferraz street in Madrid .
Since the mobilizations began on April 17, the conflict has led to the suspension or postponement of more than 700,000 trials and the stoppage of more than 40 million legal proceedings, according to the latest data from the convening unions, which are CSIF, STAJ , CCOO and UGT.
The actions of the unions themselves began with partial strikes and 24-hour strikes on specific days, but on May 22 they became an indefinite strike to increase the pressure.
Claims
The mobilizations seek salary improvements in the payrolls of the officials of the administration of Justice. Recently they were obtained by the representatives of the lawyers and the judges.
A salary increase of between 350 and 400 euros is the main claim and the reason why they have had various meetings with the Secretary of State for Justice, Tontxu Rodríguez.
However, the high official of the Ministry of Llop, according to the unions, left the last meeting “abruptly” and “refusing to negotiate the union proposals.”
Another demand, related to the previous one, is the approval of the Organic Law of Organizational Efficiency, to which in Congress there were some fringes left for approval.
However, the electoral advance decided by the president, Pedro Sánchez, has dissolved the Cortes, and the legislative project has decayed.
The unions also ask that the Government designate an interlocutor other than Tontxu Rodríguez, of whom the union representatives have said that he must stop “making unpresentable and offensive proposals.”
The Government’s position
The Ministry of Justice has promised to negotiate with the unions, but not now, in a context in which the Cortes Generales are not operational due to the anticipation of the elections.
According to Llop’s Department, there will be negotiations on a new bill as soon as parliamentary activity resumes and there is a new government. He has also emphasized the need for the autonomous assemblies to be constituted, which after the elections on May 28 will be formed throughout the month of June.
While waiting for news, the Ministry has lamented the “serious damage” of this strike for citizens and other professionals in the sector.
Obstacles
The current political situation is the big problem for the attempts at negotiation. The strike committee created by the unions, precisely on the location of the Ministry to negotiate as soon as the Parliament is constituted and a new Government is formed, have branded the proposal as a “mockery”.
The legislative times that are put in place as a result of the electoral advance place the formation of the Parliament of the XV legislature on August 17. It will not be until September when there is a new Executive, as long as the elections configure clear parliamentary majorities that endorse the investiture of a candidate for the Presidency.
