Madrid/Salamanca/Valladolid (EFE).- The control of bovine tuberculosis in Castilla y León has become a controversy on several fronts. The health controversy has been joined by the judicial one, due to the order of the Superior Court of Justice of the community that has suspended the measures of the PP and Vox Board, and politics, since Moncloa has also positioned itself. But the social aspect also converges, given the discomfort of the farmers, and the police, when an investigation is opened into the tense demonstration this Monday in Salamanca.
the police front
As sources from the Government Sub-delegation in Salamanca have informed EFE, the National Police is reviewing the recorded images of the cattle protest that took place on Monday before the headquarters of the Junta de Castilla y León, which led to clashes when the protesters tried to force their way into the building.
As a consequence of the incidents, the Police arrested a person for injuring two officers with a baton during events that left 11 police officers bruised. The sources do not rule out that there will be more arrests and sanctions.
According to the version provided by some ranchers to EFE, the attack with the baton occurred after an agent injured another protester with the baton, a 49-year-old man who was taken to the Salamanca Hospital with a gash in the head.
One of the agents who was attacked by the detained protester has asked for sick leave because he continues to feel dizzy as a result of the blow to the head he received with the cane, sources from the Subdelegation have indicated.
The detainee will go to court in the next few hours while they wait for the review of the recordings of the incidents to be completed.
The legal front
Tomorrow the Official Gazette of the Community will publish the order of the Superior Court of Justice of Castilla y León, from this past Monday. The decision suspends the relaxation of the bovine sanitation measures of the Castilian-Leonese Ministry, adopted on May 10.
These measures prompted a subsequent order from the Ministry of Agriculture. It revoked the instructions of the regional Executive and prohibited the cattle from leaving the community. He also filed a contentious-administrative appeal. The objective was to preserve animal health in Spain and avoid repercussions in foreign markets.
For the Ministry headed by Luis Planas, the Order of the Junta de Castilla y León violated European regulations regarding the compulsory eradication of bovine tuberculosis throughout the Community territory.
The Superior Court of Justice of Castilla y León has agreed with the department of Planas.
the social front
Once the judicial decision was known, numerous representatives of the livestock sector, summoned by the Union for Livestock, a group that brings together 22 associations from the Salamanca countryside, demonstrated before the headquarters of the Board in the capital of the province.
They expressed their dissatisfaction with the judicial order and requested the immediate dismissal of the head of Animal Health of Salamanca, the head of Animal Health of Castilla y León and the general director of Health of the Ministry. The situation was complicated when several of those present used fences and batons as battering rams to gain access to the building.
The tension and confusion have been common notes among the farmers of Castilla y León during these days. A meeting of the entities and the Ministry was to be held this Tuesday, but the groups have decided to postpone it.
The political front
The Minister of Agriculture, Livestock and Rural Development of the Junta de Castilla y León, Gerardo Dueñas, from Vox, regretted the incidents and stressed his claim to “continue advancing in the search for solutions” to a situation that he described as “serious”.
He attributed it to “the national and European livestock sanitation policy”, according to the words he used in a statement.
Likewise, the counselor of the Presidency of the Board, Luis Miguel González Gago, has confirmed that his administration will keep open the dispute over the legality of the resolution of May 10, which has been suspended by the Superior Court of Justice of Castilla and Lion
The government spokesperson, Isabel Rodríguez, criticized this Tuesday “the false expectations” generated in the livestock sector of Castilla y León after the incidents.
In the press conference after the meeting of the Council of Ministers, he pointed out the “discrepancies between different administrations” in this regard.
“What has been made clear is that falsehood cannot be used and false expectations cannot be generated in the face of a sector as important as the livestock industry in our country, in contravention of current community and state legislation”, stressed the spokesperson for the Executive.
