The citizens of Navarra will renew the Provincial Parliament on May 28 and will decide the continuity of a progressive government, predictably led by the socialist candidate, María Chivite, or the return of the center-right, a sector in which UPN is the formation dominant. Whatever the result, the pacts between political forces will be mandatory in a community in which up to eleven electoral lists concur.

Electoral system
A total of 519,262 Navarrese (including those residing abroad) are called to the polls to define the composition of a 50-seat Parliament.
There is only one electoral constituency and Navarra legislation establishes that to enter Parliament, candidacies must exceed 3% of the valid votes cast.
The procedure for allocating seats in the ballot follows the model established in the Organic Law of the General Electoral Regime (LOREG), which is the D’Hont method (articles 163.1).

2019 results and expectations for 28M
In the May 2019 elections, the Navarra Suma coalition, which included UPN, Cs and PP, achieved victory, but was unable to govern.
Although it came in second with 11 seats, María Chivite’s PSN reached the regional government thanks to the agreement with Geroa Bai, Podemos and Izquerda-Ezkerra.
The barometer of the Center for Sociological Research (CIS), published on May 11, anticipates a close scrutiny. UPN, which is running alone, would win with between 10 and 13 seats, followed closely by the PSN, with between 9 and 12 seats in the Provincial Parliament.

Geroa Bai, who is presenting former president Uxue Barkos as a candidate, would be the third force, practically tied with 8-10 seats with EH Bildu.
The PPN would get 5-6 deputies and the Contigo-Zurekin platform (Podemos and Izquierda-Ezkerra) would move around 2-3. Vox aspires to enter Parliament, according to the CIS with 2-3 seats. Cs would disappear from Parliament.
As of May 29, the alliances will be decisive to configure either a Government led by UPN or another headed by the PSN. The absolute majority is in the 26 seats.
