The general secretary of the PSOE and candidate for the Presidency of Cantabria, Pablo Zuloaga, has proposed this Wednesday the construction of up to 1,300 homes for social rent in La Remonta, a farm of almost 290,000 square meters owned by the Ministry of Defense.
Almost twenty years ago the general secretary of the PSOE and later president of the Government, José Luis Rodríguez Zapatero, announced at a rally that if he won the elections, the land of the Ministry of Defense in La Remonta would be used to build some 5,000 social housing in collaboration with the Government of Cantabria.
In October 2006, the Ministry of Defence, the Government of Cantabria and the Santander City Council reached an agreement – which would be signed the following year – on the use of the land of the military estate, where 1,300 officially protected homes would be built, a 15-hectare public park would be created and a bioclimatic tower would be installed.

After years of comings and goings, in which the estate was put up for auction, the Santander City Council plenary session approved in 2015 the partial plan for La Remonta so that it would be a space fully integrated into the city.
This document, the only one approved after the entry into force of Santander’s 2012 general plan, included the bases to carry out a “coherent” planning that would combine the creation of a large park with the generation of a new neighborhood in the city, but it declined with the subsequent annulment of the general plan.
The PRC promised in the 2019 elections to demand that the State cede the entire La Remonta park to the Government of Cantabria and the Santander City Council, with the aim of creating “a great green corridor” in the city.
In April 2021, Congress supported by a majority, with 316 votes in favor and 25 abstentions, the proposal of the PRC national deputy, José María Mazón, to transfer ownership of the La Remonta farm from the Ministry of Defense to the Santander City Council, in order to create a large public park.
Then, the Ministry proposed to the Santander City Council to extend the concession for municipal use of the entire property until 2025, at which time it hoped to reach an agreement on its final sale, which could not be free of charge, according to the Defense Minister. , Daisy Robles.
Since then, the mayoress of Santander, Gema Igual (PP), has reiterated to the Defense that the transfer must be free, but the Ministry has transferred its will to set the valuation of the land and the amount that the Consistory must pay.

As it has been possible to verify this Wednesday, at the regional political level there are different positions regarding the PSOE’s proposal to build houses in La Remonta.
The mayoress of Santander has opined that it is an “occurrence” because the projects have “deadlines” and has accused the PSOE of contradicting itself and going “against” the municipal plenary session, which approved a motion to turn it into an urban park.
The president of Cantabria and candidate for reelection of the PRC, Miguel Ángel Revilla, has opined that the PSOE project must be “turned around” and look for one that “makes compatible” the construction of houses with the regionalist aspiration of generating “a lung ” green in the city, as the socialist party in Santander also proposed in February.
The Ciudadanos candidate for mayor of Santander, Javier Ceruti, who is also a councilor for Town Planning, considers that the PSOE “shoots itself in the foot” with its proposal. “Again the socialists return to change a park for concrete”, he has ugly.
Emilio del Valle, who aspires to govern the Cantabrian capital for Vox, has asked the Socialists to clarify the fate of La Remonta, and has opined that what must be done is a free transfer to the City Council of the farm, which can have some “more exit” in addition to the expansion of the park.
The candidate of the IU-Podemos coalition, Keruin Martínez, has made ugly the “eternal ups and downs” about the fate of the farm and has lamented that the socialist project “tries to return to the position of the last legislature, of the brick of the time of the bubble without criteria and without counting on the neighbors.
