Valencia (EFE).- The PSOE has approved this Saturday during its municipal convention in Valencia the framework program that will serve as the basis for its candidacies in the local elections in May, with a total of 80 measures distributed in different categories.
This framework program, in which the PSOE began to work a year ago, has been established after the celebration of four work commissions in the convention.
The commissions are that of social and healthy municipalities (coordinated by the mayor of Vigo, Abel Caballero); that of sustainable municipalities (coordinated by the mayor of Seville, Antonio Muñoz); that of safe municipalities (coordinated by the PSOE candidate for Madrid City Council, Reyes Maroto) and that of municipalities without a gender gap (coordinated by the mayoress of Toledo, Milagros Tolón).
Below are the eighty measures included in the framework programme:
sustainable municipalities
All citizens will have all the services they need, as well as green spaces, less than 15 minutes away on foot, by bike or by public transport.
More space for pedestrians: pedestrianization and widening of sidewalks.
Sustainable tourism: regulation of tourist apartments to stop the expulsion of neighbors due to the increase in rents.
Forest cities: all the neighbors will have a park less than 300 meters away, they will see three trees from their house and their neighborhoods will have 30% vegetation cover.
Installation of photovoltaic solar panels in all public and private car parks.
Not a streetlight without led in socialist cities and towns to save up to 80% in electricity consumption.
Energy communities: neighborhoods that are self-sufficient in clean energy and minimize the cost of the electricity bill.
No new public transport concession or any new public company bus with petroleum-derived fuels.
We will conclude our mandate with at least 30% of the urban bus fleet powered by clean energy.
Electric vehicle charging network in all municipalities.
We will fully digitize the water supply networks of all Spanish municipalities with more than 20,000 inhabitants.
All provincial capitals and cities with more than 50,000 inhabitants will have municipal water observatories.

Zero deaths from accidents in urban centers by 2050.
Creation of circular hubs, local business support centers and enabling tools for calculating the environmental footprint of businesses.

Social Services 3.0: payment cards aimed at vulnerable families for food, clothing and hygiene products.
Own scholarship programs to reinforce aid from the State and the autonomous communities to the students of the municipality.
Municipal Erasmus for ESO students.
Creation of municipal offices to support entrepreneurship and the self-employed with tax benefits.
IMV Radar: detection of vulnerable families to fight child poverty.

Municipalities against loneliness: design of inclusive communities to avoid unwanted loneliness.
The town halls will cede land to cooperatives for the elderly for cohousing.

We will increase public rental housing for young people with the guarantee of 30% in the award.
The public housing stock will be used mainly for rent and will be filled with unoccupied housing, excluding those from evictions and banks.
Elderly Care Office: we will guarantee face-to-face and personalized care for the elderly in municipal services to counteract the digital divide.
We will create the council for the elderly in the face of demographic reality.
We will establish time banks or solidarity banks in all municipalities.
We will promote and support with means that the schools will open in summer to enable work-life balance.
We will create spaces to promote local culture, new artists and support local artists.
We will establish municipal centers for family coexistence as support and guidance spaces for crisis situations.

The eradication of prostitution in our municipalities is a priority.
Zero tolerance for the promotion of prostitution: fines for those who consume sexual services and a ban on advertising that encourages prostitution in all municipalities.
