València (EFE).- Les Corts Valencianes will celebrate next week the last ordinary plenary session of this tenth legislature, the so-called “plenty broom”, which includes a long agenda (with eighteen points), which will be followed by two brief extraordinary plenary sessions to elect the president of the Governing Council of the Valencian radio and television.
The approval of three laws and three decree laws, the vote of an investigation commission on the Azud case or the ratification of the conclusions of a study commission will be some of the points of this last plenary session, which will begin on Wednesday at ten in the morning, half an hour earlier than usual.
The first point of the plenary will be the inauguration of the most fleeting deputy in the legislature, the architect Juan Luis Baixauli: the resignation of David Calvo as a socialist parliamentarian to be general director in the Generalitat has led to his first -and last- full just six days before Les Corts are dissolved for the regional elections on May 28.
Three decrees and three laws
From there, the chamber will debate various legislative initiatives, starting with three decree laws: one to prevent property abuse (which contemplates fines of up to 950,000 euros), another to update the regulations on cooperatives and a third to aid the audiovisual industry for 6.5 million euros in three annuities.
Regarding the laws, this last plenary session will give the green light to the law on measures against depopulation, aimed at municipalities with fewer than 300 inhabitants or areas with a population density of less than twelve people per square kilometer, and which includes economic, social and cultural measures to revitalize inland areas.
Likewise, the law on citizen participation and promotion of associations will be approved, which extends to all citizens the possibility of participating in the elaboration of regulations and plans of the Generalitat, previously limited to the people or groups directly affected, and eliminates the limit of age to participate in public affairs.
Finally, the Collaborative Housing Law will be approved, which was presented at the time as a bill by the Unides Podem group, which regulates this type of housing, both public and private, under a regime of assignment of use and managed as non-profit cooperative or association.
The three total amendments that the opposition groups have presented to the family diversity and support for families bill will also be debated, and that there will no longer be time for this legislature to be approved.
Bills and commissions
This plenary session will also vote on the PP’s request that an investigation commission be created for the dam case, specifically on the alleged collection of illegal commissions in exchange for public contracts and the possible irregular financing of the PSPV-PSOE, to which Compromís has announced your favorable vote, although it will not be possible to start up by the end of the legislature.
In addition, the conclusions of the study commission on disability will be approved, which proposes proposals such as introducing and generalizing the figure of personal assistant and sexual assistant for this group or increasing investment in independent living.
The Socialists will defend two bills to modify the Shows and Roads laws in order to move towards the abolition of prostitution, something that they ask to be processed by single reading -which prevents amendments-, which Compromís does not like like.
And Compromís will take to plenary session its bill -also signed by Unides Podem- to modify the regional financing model, in order to unify the different leveling funds into just one that guarantees that the needs of public services are covered .
Election of the president of the CVMC
In addition to the ordinary plenary session on Wednesday and Thursday, Les Corts will hold two extraordinary plenary sessions on Thursday to elect Miquel Francés as president of the governing council of the Valencian Media Corporation.
The justification for having to hold three plenary sessions is due to the qualified majorities that this vote requires: 66 votes in the first round and 60 votes in the second (which are not obtained only with the support of the Botànic), while in the third vote it is sufficient with an absolute majority (which does include PSPV, Compromís and Unides Podem).
