Seville, (EFE).- Andalusia has definitively closed the door to the entry of hazardous waste from abroad destined for a regional landfill, since the new Circular Economy Law approved this week includes as a novelty that they will only be assumed and treated in facilities those generated by Andalusian companies are authorized.
The community will process the hazardous waste generated by Andalusian companies in its authorized landfills, but it will not store toxic waste that comes from outside, according to this law, which will come into force in the first half of April.
The final approval in the Andalusian Parliament of this law coincides with the temporary closure of two non-hazardous vessels from the Nerva (Huelva) landfill and the announcement that the two dangerous vessels in this area, a destination for more than two years, will be analysed. decades of toxic waste from other countries and autonomous communities.
The Government assured that there would be an orderly closure of this landfill and the new law goes further along this line, since it includes -via the PP amendment- a final provision in which the entry of hazardous waste from outside Andalusia is prohibited when the destination be an Andalusian landfill.
The law, promoted by the Ministry of Sustainability, has had a broad political consensus, since it went ahead with the votes of PP and PSOE, something that seems increasingly complicated in Parliament. For Andalucía and Adelante they abstained, and only Vox, contrary to the 2030 Agenda and the Board’s speech on climate change, rejected it.
A second life for products
Beyond the additional section on hazardous waste in Andalusia, the new law is committed to giving a “second life” to products, promoting recycling and limiting the culture of “use and throw away” in society, and it is intended to become an instrument against climate change.
The law provides tax discounts for recovered or repaired products, for companies that verifiably reduce their food waste or for homes or neighboring communities that adopt biowaste composting systems.
In addition, there will be a voluntary registration registry for companies to declare the life cycle cost of a certain good and detail its environmental impact, something that will give them a plus in public procurement processes and can give them a competitive advantage in the face of customers, increasingly concerned about sustainability.
The inspectors will be officials with the consideration of agents of the authority and the sanctions established by law range from 30,000 to 120,000 euros, with closure of facilities, temporary closures between 3 and 5 years, disqualifications and provisional measures if there is an emergency.
The standard ensures that manufacturers offer replacement parts and encourages a return to repairs, beyond legal obligations.
One of the objectives of this law, which gives city councils two years to adapt their ordinances, is to promote local consumption, especially in public procurement.
It also sets out how to reuse unsold goods so that they do not contaminate and is committed to reducing food that does not meet the marketing criteria, even if it is suitable for consumption.
A more sustainable construction
There will be digital connectivity funds so that the computer equipment of companies that are obsolete for their task can be transferred to the educational community, which will extend their useful life.
New homes and public buildings must be governed by criteria of efficiency and water saving, and must guarantee the reduction of energy consumption, while new urbanizations will have to bet on permeable pavements and measures for the recovery and reuse of rainwater, with the use of storm tanks.
The law includes aluminum, steel, cement and chemical products as priorities, so the use of these materials will allow the streamlining of administrative procedures in the Board.
In construction and demolition there will be bonds at the municipal level, which will be returned when the promoters prove that the rubble has been treated by an authorized manager, with which it is wanted to prevent its accumulation from continuing to proliferate in ditches or natural spaces.
Circular economy business investments that generate 25 full-time jobs with an investment of more than 10 million will be declared of strategic interest, thus reducing the requirements to less than half. EFE
