Pamplona (EFE).- The president of the Government of Navarra, María Chivite, has announced this Thursday that the transfer of the exclusive powers of Traffic to the Foral Community will be effective on July 1.
Chivite, who made the announcement to the media upon his arrival at the plenary session held today by the Provincial Parliament, has stated that it is “a great day for Navarra”.
This is “a historic claim of this community”, assured the Navarrese president, who recalled that previous governments such as those of Miguel Sanz (UPN) or Uxue Barkos (Geroa Bai) also worked to make this transfer of powers effective.
“All the presidents have claimed this transfer for our community, all the governments have defended that this transfer had to be recovered for Navarra and also do so from the exclusive provision by the community through its Foral Police”, he stressed.
“A great day for Navarra”
Chivite, who has highlighted that “today is a great day for Navarra and for the strengthening of our self-government, for the development of Lorafna within the constitutional framework”, has highlighted that this is “without a doubt the legislature that has advanced the most in self-government for more than 25 years”.
The transfer of powers, he has reported, will be effective as of July 1, 2023 and at that time a “transitional period” will be opened to incorporate the 149 new agents that the service needs into the Provincial Police and also organize all the work related to road safety.
In this sense, he stressed, a “catwalk” will be opened so that civil traffic guards who want to join the Foral Police can do so, as contemplated in the 2018 Foral Police Law.
Chivite did not want to give more information in this regard “out of respect for the procedure that is activated from now on and the parliamentary groups to which we have to inform in detail about this preliminary agreement.”
The Navarrese part of the Transfer Board has been summoned
The Provincial Government has already summoned the Navarrese part of the Transfer Board for March 14 and from then on a date will be set for the meeting of the Transfer Board with the State.
The president has shown her gratitude “to all the people, who have not been few, who have been working these years with intensity, with dedication and always with the political will to reach an agreement” and has asserted that this is “one more example of fruitful agreements when working with will, loyalty and dialogue”.
All parties except PP and C’s support the transfer
All the parties with parliamentary representation have shown their support for the transfer of traffic power to Navarra and have celebrated, in the case of UPN with criticism for its forms, the announcement that it will be effective as of July 1, except for PP and Citizens who have positioned themselves against.
The president of UPN, Javier Esparza, has considered the transfer of traffic to Navarra “positive” but not in the way in which it has been done “turned into vulgar marketing between the PSOE and EH Bildu.” “We are going to support the transfer” he asserted in statements to journalists, while he stressed that turning a historic transfer like this into a piece of marketing is “nonsense” and “does not help defend the foral regime.”
The parliamentary spokesman for the PSN, Ramón Alzórriz, has stated that “nothing and no one can tarnish this historic milestone.” Before the start of the plenary session of the Parliament of Navarra, the socialist spokesman pointed out that “today is once again a great day for the people of Navarra and for the strengthening of our self-government”.
For her part, the spokeswoman for Geroa Bai, Uxue Barkos, has celebrated the announcement of the transfer as “good news”, which, she has remarked, means “compliance with a fair claim”. With “special satisfaction” she has welcomed this announcement since, she has maintained, it supposes the fulfillment of a commitment reached in the last legislature, when she presided over the Foral Community, of President Pedro Sánchez with the Government of Navarra and herself.
The parliamentarian of EH Bildu Laura Aznal has valued the announcement stressing that it is “very good news” that the agreements reached with her formation are fulfilled. “For EH Bildu it is very good news that the agreements adopted with our group are fulfilled in the established times”, she has maintained.
The spokesman for Podemos-Ahal Dugu, Mikel Buil, has assessed the announcement of the transfer stating that it is “a great day for Navarra and for public services”. We are very happy to achieve a historic transfer that this Parliament has been demanding for decades”, Buil assured, stressing that this has been achieved with “a left-wing coalition government”.
The IE parliamentarian, Marisa de Simón, has congratulated herself on the announcement while expressing her desire that it take place in an “agile” manner. In this sense, it is only possible to “congratulate us, congratulate Parliament for achieving the transfer of traffic”, she declared.
The PP of Navarra considers the announcement “bad news” “not because of the fact of the transfer, but because of how it has been done”, since, in the words of parliamentarian José Suárez, it implies “a lack of respect for the foral regime”, while Ciudadanos is “radically against” the transfer, said its spokesman Carlos Pérez Nievas, who has assured that in no case will they accept a competition that implies “the departure of the Civil Guard”.
