Pamplona (EFE).- The president of UPN, Javier Esparza, has affirmed that it is “impossible”, due to the deadlines for administrative procedures, to put out to tender this year the second phase of the Navarra Canal, as announced by the regional government, and has calculated that it cannot be done before August 2024.
Doing it before the end of 2023, he declared at a press conference, “is technically impossible” and therefore from the Government of Navarra “they lie because they are in an electoral campaign.”
Some procedures could be done in parallel, he explained, but “in all cases we go to August 3” of 2024 at least. “Navarre society at least deserves the truth,” she asserted.
The leader of UPN has considered that, in relation to the Navarra Canal, this has been a legislature “of stoppage, of brake”, so as “not to bother its main partner”, EH Bildu.
In the last eight years “nothing has been awarded”
Esparza has compared the actions on the Navarra Canal carried out by UPN in eight years and those carried out by the governments of Uxue Barkos and María Chivite.
The Government of UPN, has explained, from May 2006 to May 2014 it tendered two irrigable areas and the expansion of the first, for a total of 37,670 hectares.
But in the following eight years, he added, “nothing has been awarded” and only facilities have been built to irrigate 7,400 hectares of the expansion of the first phase of the Canal that UPN awarded.

At the rate that UPN managed this project, he stressed, the second phase would have been awarded in 2021, but now it cannot be before August 2024 or even later, taking into account that this year there will be regional and municipal elections and then general ones , has asserted.
In this sense, he has denounced that in this legislature “a square meter of work has not been awarded”, there is no budget allocation for it in 2023, the feasibility plan has not been approved and the irrigation area has not been defined.
Esparza has opined that the PSN “has been stopping” this infrastructure, but “for electoral reasons they want to transfer another photo” and in this way “again they want to deceive, they want to sell smoke” about the progress of the works on the Navarra canal.
The president of UPN has stated that EH Bildu is “against the water reaching the Ribera” and in this regard has opined that the general directors of the Government of Navarra are the same as those of the Government of Uxue Barkos and “are totally stopping and absolutely» the Navarra Canal.
