The accounts presented today, which the ERC Government has agreed upon with both the Commonwealth group and the PSC, amount to 41,025 million euros, which is an all-time high, although each new budget is usually a record, by exceeding the previous.
Without taking into account the allocation of European Next Generation funds for this year (1,185 million), which has fallen by 44.7% in relation to 2022, spending increases a total of 3,842 million, 10.7% more, to the 39,839 million, underlined the Minister of Economy, Natàlia Mas, who stressed that this is the highest annual increase in absolute terms in the last 17 years, that is, since 2006.

If the accounts for 2022 were boosted by European funds, the growth of those for 2023 is supported by the boost of non-financial non-financial income, which rose 4,152 million (+ 15.2%), to 31,408 million.
This increase in revenue is basically explained by the financing model (both the advances and the settlement of 2021, which contributes some 1,980 million), which will contribute 25,236 million in 2023, 20.6% more, due to the pull in collection fiscal.
The Generalitat also foresees that own and transferred taxes will grow by 6%, up to 4,964 million.
Health and education, in the lead, with somewhat reduced social spending
The Departments of Health and Education concentrate 55% of the increase in spending by ministries included in the Generalitat’s budget project for 2023.
Specifically, the Department of Health, which is traditionally the one with the highest volume of spending, plans to allocate 11,636 million, 1,022 more than last year, representing a growth of 9.6%.
If the European Next Generation funds are not taken into account, the expense of this department increases by 1,128 million, 11% more.
For its part, the Ministry of Education increases its spending by 405 million in relation to 2022, 6.2%, to 6,960 million. Without the Next Generation, spending would grow by 675 million, 11% more.
The overall spending of all departments is 33,884 million, which is 2,557 million more than last year, 8.2% more. Removing European funds, spending would remain at 32,699 million, 11.7% more (3,430 million).
As a whole, the social weight of the accounts is 73.2%, somewhat below the 74.6% of last year, a reduction that the executive attributes to the increase in interest and the strong increase registered this year in non-profit items. social, such as those aimed at boosting industry and active employment policies.
Remunerations grow by 10% and concentrate a third of spending
On the other hand, the remuneration of the personnel of the public sector of the Generalitat, that is, civil servants and employees of public companies, will grow this year by 10.6%, that is, 1,416 million euros, up to a total of 14,787 million.
This means that, of a total budget of 45,359 million, which includes the Generalitat and all its public companies, 32.59% is allocated to payroll. In this way, of the 3,190 million increase in spending in the entire public sector, the remuneration item takes 1,416 million, that is, 44%.
In this sense, the accounts for 2023 include an increase of 12,255 structural jobs in relation to 2022.
Processing in record time of the budgets of Catalonia and open door to Junts
The accounts will be processed in record time, in just 37 days, compared to the 45 days it took for those of 2022, with the idea that they will be approved on March 10.
The President of the Generalitat, Pere Aragonès, in an appearance at the Palau de la Generalitat, has urged Junts to put “the interest of the country” first and join the agreement on the budget, of which he has said that “it is not one more, but a country budget”.
The 2023 accounts presented today in Parliament do not include estimates on the income that the new taxes agreed with the commons can contribute in exchange for the support of this group for the budgets, nor do they reflect for the moment the agreements sealed with the PSC -there are no specific budget allocations for the new Hard Rock or for the B-40, which is state-owned.
