“Unfortunately we are aware that what the Council of State has alleged is useless if the Government of Spain applies its roller and approves its document as planned,” he indicated, “since our complete and precise allegations show that the project by which the ministry intended to modify the hydrological plans lacked technical, scientific and legal rigor, in addition to being an incoherent document with formal errors”.
